Question about installing "nonreflective" window film

I have read that the reflectance factor of glass is typically 7-8%. If a tint's visible light reflectance factor "matches the reflectance factor of glass" - for purposes of "calculating" reflectivity, does that mean that that overall reflectivity of the glass plus the film will be 7-8%, or are we adding 7% (glass) to 7% (the film)? I assume it is the former, but please let me know if this is wrong. Essentially, no one would be able to tell from the outside that film was ever installed?
