Problem with headlight film

I am not an expert at tinting by any means, so I had my headlights profesionally done, and what should be an easy job has left an identical problem 2 times (and in different places on the same headlight each time)

The first time i had them tinted i took this picture the next day, When i left the tint shop all was clear. The guy agreed to re-do them after seeing it.

The next 3 pictures were taken the second time I had them tinted (but later that night) and once again nothing showed up when i left the shop. This is the same light as seen in the first picture.

The guy did a great job on the back lights and I have no issues. He is very experienced and said hes never seen this before, so maybe he is lying or just doesnt know. Hopefully somebody has some suggestions for me,

Let me add that the clearcoat was coming off my headlights before they were to be tinted, so i wet sanded them to 3K. One possible problem could be that 3k is so fine, the adheasion cant grab onto the light?

Thanks for your time!

It just looks like moisture...we use water to apply the film.  Headlight/Tail Lights require the same amount of time to dry and cure as window tint which is 2-4 weeks depending on the climate.  Now it does have a lot of scratches in the closeup pick which is from them not using a card with felt or wrapped.

In the first few it look like maybe it was heated up too much, but doesn't seem right sense because it looks like a simple headlight.  The last one is some water solution left they could of been pushed up more maybe.  I would say give it a few weeks to see if there is any improvement.  I looked through some of our to get a closer up photo and none of ours have that issue.  Here is one that is closer up.
