Has anyone seen this before...?

 

The film was installed around 20 years ago, the fist pic is the top of the window and the film has moved down and the second pic is the bottom of the same window, what do you think ............... ?

Removed some 3m about 3 weeks ago and it was like that, lady said it was installed about 4 years ago. I know it was 3m had the water marks

Yeah I've seen it. I just slide the piece up and lock it down.

Appears the glass has not settled or even moved at all vertically , also the adhesive and the clear pet has not as well but the rest of the film has.
