And with the myriad of unclassified, out in the open, weather manipulation techniques available, one might speculate that this was planned.

Would not be the first time a self inflicted wound was used for political reasons.

My interest in weather led me to take a weather hazards class. Scenarios of New York being hit by a big hurricane has been discussed many many times. New York / New Jersey were actually lucky. The worse case scenerio is getting hit by a 3 or bigger which would wipe them both off the face of the map. Interestingly, New Orleans could take a big hit (and did) and survive... but not the upper east coast according to worse case scenarios.

As for controlling the weather, it would be impossible. The weather is a very complicated system which is controlled by so many factors it would be unlikely for any machine or computer to control every aspect. The coriolis effect is just one of the many factors that could not be controlled because it is due to the actual shape of the earth. It would like be trying to control gravity!

A hurricane produces as much energy as half the planet produces in a day. Hurricanes are amazing weather events, perhaps the gov has learned a way to seed them (why they would want to I have no idea) but steering them... no way!

Mr P says I should have studied meteorology instead of education I am even on a message board for meteorologist. I am just fascinated by the power of weather! It is like a creature all its own!

From what I understand (and I'm NOT saying it was done) the way haarp works is that it lifts the ionosphere about 50 miles in a desired location and can be used to affect the gulf stream.

Many factors other than the gulf stream steer a hurricane. Besides the gulf stream is not controlled in the upper atmosphere... it is controller by the ocean currents which again would be like controlling gravity.... it just cannot be done! The ocean is so powerful it creates the wind you feel thousands and thousands of miles from the coast. On the other hand, a trough is developed in the atmosphere. Troughs are just low preasure areas that can steer a small hurricane. But once a hurricane drops below (I am guessing here but should be close) 980 mb or so it is not longer steered by troughs but moves toward the poles due to the amount of energy that is being created.
