How does one obtain their license to tint windows?

I know it is a lifetime fee my buddy told me that has his. But where do I obtain it?

We had a guy working for us one time and he was like man what do you have to do to be able to order film from the manufacturer? I told him he had to go to a tint school for 6 months and pay a $5,000 lisencing fee then order $3,000 of film on the first order.....3 months later he was pissed when he found out I was lying
